Jeff Ramey

Sub District # 1

Jeff Ramey retired from the Boise Fire Department after 26 years of service including 12 years in fire administration. Ramey entered the fire service as a hoseman and retired as Fire Chief of the Boise Fire Department in 2008. Ramey has experience in all facets of the fire service including Incident Commander, Planning & Budget Preparation, Spec. Writing and Purchasing, Managing Construction Projects and Maintaining Fire Dept. Properties, Service Contracts (Mutual-Aid, Auto-Aid, etc.), Labor Negotiations and Personnel Management. Ramey has served as Fire Commissioner for the North Ada County Fire & Rescue District since 2008.

Jeff Souza

Sub District # 2

Jeff Souza was elected as a NACFR commissioner in 2019. He is a 20+ year Garden City resident and business owner who has also served as a member of the Garden City Council since 2005 (re-elected in 2009, 2013, and 2017) and as the vice-chair of the City urban renewal agency since 2010. Jeff was an inaugural recipient of the Idaho Business Review’s Excellence in Finance award (formerly MoneyMakers) in 2013. The award was based on recognized leadership in the financial services industry, employing the highest ethics and standards in dealings with the public, and measurable impacts as a member of the community. Because every Garden City resident is also a constituent of NACFR, Jeff wants to ensure that the needs of city residents are considered while meeting NACFR’s mission. Jeff is a Magna Cum Laude graduate of Montana State University-Billings. He holds a Bachelor of Science degree with an emphasis in organizational leadership.

Todd Bunderson

Sub District # 3

Todd Bunderson is a twenty year Garden City resident and a NACFR Commissioner since 2018. Todd was employed by the Boise Interagency Fire Center early in his career. While with the nonpartisan Idaho Legislative Services Office Todd was a Principal Analyst assisting elected officials in the formulation and execution of state budget policy. As Director of Finance & Economic Development for the City of Nampa, Todd worked with fire & police departments on strategic planning/policy, budgeting, facilities/equipment, operations/staffing, and collective bargaining agreements. As Development Director for Capital City Development Corporation Todd had responsibility for improving the Boise economy through strategic redevelopments leading to urban renewal and downtown revitalization. Todd has considerable experience with property tax law, state legislative process, local government operations, public agency governance, contract administration, capital planning, and public communications. Todd has a BS degree from the University of Idaho, a Master’s Degree in Public Administration from Boise State University, and is a graduate of the University of Oklahoma Economic Development Institute. Todd has served as a board member for Community Planning Association of SW Idaho, Valley Regional Transit, Downtown Boise Association, and Valleyride; and been a member of the Nampa Chamber of Commerce/Economic Development Committee Chairman, Boise Metro Economic Development Council, Boise Valley Economic Partnership/New Business Attraction Committee Chairman, Boise Metro Chamber of Commerce, Boise State University Community College Coalition, Association of Idaho Cities, and Sage Community Resources; and a member of these professional associations: Council of Development Finance Agencies, Urban Land Institute, City Club, Governmental Finance Officers Association, International Economic Development Council, Idaho Economic Development Association, and Redevelopment Association of Idaho.
